The Town of Barnstable is currently in the process of finalizing its CDBG 5-Year Consolidated Plan (ConPlan) for FY26-FY30. A draft of the plan can be found at this link. Once the plan is finalized, the Town will release a Notice of Funding Availability (NOFA) to organizations seeking to obtain CDBG funds for projects that are consistent with the Town’s ConPlan. It is anticipated that these applications will be released by early July 2025.
The Town prioritizes projects that create or preserve housing units for residents earning 80% or less of the Area Median Income and special needs populations.
The Town of Barnstable Community Block Grant (CDBG) program is providing financial assistance to help eligible homeowners connect to Town sewer.

Programs for Housing Authority, Non-Profit Agencies, and Community Based Development Organizations
Funds are available for eligible projects and programs that create or preserve housing units in the Town of Barnstable. Examples of eligible projects include acquisition and rehabilitation of property rented/sold to households making less than 80% of the Area Median Income and special needs population and direct homeowner assistance to buy down the purchase price of a home.
Reporting Requirements
Organizations receiving CDBG funding must maintain records to document compliance with all applicable regulations for a minimum of five years after project is closed out by the Town of Barnstable. Quarterly Progress Reports and invoices are due to the Planning & Development office on the following dates:
1st Qtr Report due by Oct 7th
2nd Qtr Report by Jan 7th
3rd Qtr Report by April 7th
4th Qtr Report by July 7th
Close out Reports due upon completion of the project.
